France's Political Ongoing Crisis: The Beginning of a Fresh Governmental Era

In October 2022, when Rishi Sunak took over as British prime minister, he was the fifth UK leader to take up the role in six years.

Triggered in the UK by Britain's EU exit, this represented exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its fifth premier in 24 months – three of them in the past 10 months?

The current premier, the recently reappointed Sébastien Lecornu, may have gained a brief respite on Tuesday, abandoning Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the cost of his administration's continuation.

But it is, at best, a short-term solution. The EU’s second-largest economy is trapped in a political permacrisis, the scale of which it has not experienced for decades – possibly not since the start of its Fifth French Republic in 1958 – and from which there seems no easy escape.

Minority Rule

Essential context: ever since Macron called an ill-advised snap general election in 2024, the nation has had a divided assembly split into three opposing factions – left, far right and his own centrist coalition – without any group holding a clear majority.

At the same time, the country faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to approve a 2026 budget that starts controlling expenditures are nigh.

Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the leader named his trusted associate Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he encountered anger from allies and opponents alike.

To such an extent that the following day, he stepped down. After just 27 days in office, Lecornu became the shortest-lived premier in recent French history. In a respectful address, he cited political rigidity, saying “partisan attitudes” and “certain egos” would make his job all but impossible.

A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to salvage cross-party backing – a task, to put it mildly, not without complications.

Next, two ex-prime ministers publicly turned on the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, promising to vote down any and every new government unless there were snap elections.

Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he thought “a solution remained possible” to prevent a vote. The leader's team confirmed the president would appoint a new prime minister two days later.

Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a critical address, the young prime minister spelled out his budget priorities, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were waiting for: Macron’s key policy would be frozen until 2027.

With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, scheduled for Thursday.

It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is only the beginning.”

Changing Political Culture

The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the right-leaning parties are themselves divided over how to handle the new government – certain members remain eager to bring it down.

A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and UDR seek his removal.

To achieve that, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, finished.

Few would bet against that happening sooner rather than later. Although, by some miracle, the dysfunctional assembly summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look bleak.

So is there a way out? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic.

Another possibility might be for Macron himself to step down. After winning the presidential election, his replacement would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.

Surveys show the future president will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.

Ultimately, France may not escape its predicament until its politicians accept the new political reality, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Many think that transformation will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
